Seems impossible, doesn't it. In Missouri, whether a place is designated a city, town, or village is determined by its population at the time of incorporation and a vote by its residents. Note: Missouri doesn't have hamlets either. When I was growing up in Missouri, adults referred to those as a "wide spot in the road". However, Mr. Moser defines some "towns" as hamlets in his "past and present" directory. [link above]
Villages: Population: under 500. Governed by a board of trustees. A community can incorporate as a village.
